The UK water sector is undergoing rapid transformation. As the industry responds to climate change, population growth, and the need for sustainable infrastructure, the demand for a skilled and future-ready workforce has never been greater. At 3t Training Services, we believe that addressing the sector’s skills shortage requires a collaborative, multi-agency approach. One that brings together employers, government bodies, regulators, and training providers.
The challenge is clear. With an ageing workforce and increasingly complex infrastructure, the sector faces a skills crisis. Experienced professionals are retiring, and the next generation must be equipped to manage and operate critical assets. Water UK suggest that by 2030, the industry will need to recruit 50,000 new roles. That’s 17,000 within water companies, 15,000 across the supply chain and 5,000 apprenticeships focused on operations, engineering, digital and environmental roles.
3t is a trusted provider of high-impact safety-critical training to this compliance-driven industry. We partner with many of the UK’s largest water distribution companies to deliver training that meets operational needs and regulatory expectations. Our programmes are designed to be both proactive and responsive, helping employers build resilient teams capable of delivering essential services safely and efficiently.
Meeting the sector’s operational and compliance needs
Our course offering is comprehensive and tailored to the specific demands of the water sector. The Water Network Operative Apprenticeship Programme provides a hands-on, industry-aligned pathway into operational roles, developed in collaboration with Tier 1 contractors. For those involved in network construction and maintenance, we deliver Network Construction Operations (NCO) training across all levels (Level 1, Level 2 Services, Level 2 Mains, and Level 3) ensuring learners gain the technical competence required for working on live water networks.
Safety and compliance remain at the heart of everything we do, which is why we also offer essential SHEA Water courses and Safe Control of Mains Connections (SCMC) training, both of which are critical for maintaining high standards in field operations.
Additionally, we provide specialist industry courses such as DOMS and Hygiene, which focus on water quality and contamination prevention. All these programmes are delivered by experienced instructors in realistic, field-like environments that simulate the challenges of working on live infrastructure. To ensure accessibility and national coverage, we operate training centres throughout Scotland and England, with strategically located facilities that provide full geographic reach.
We also offer short, funded courses that support contract mobilisation in repair, maintenance, and mains replacement, helping employers respond quickly to project demands while maintaining high standards of safety and compliance. Our flexible delivery models are tailored to suit operational schedules, minimising disruption while maximising impact.
The future workforce
Beyond technical training, we’re passionate about creating inclusive pathways into the industry. Through our Untapped Talent initiative, we’ve successfully delivered bootcamps at our Teesside facility, supporting individuals from underrepresented groups, including long-term unemployed, care-leavers, and military-leavers. These programmes are more than just training; they’re about unlocking potential and building a diverse workforce that reflects the communities the water sector serves.
We maintain strong links with Ofwat and other regulatory bodies to ensure our training aligns with current standards and future expectations. This alignment is critical not only for compliance but for building a workforce capable of driving innovation and resilience across the sector.
Looking ahead, the future of the water industry presents a significant opportunity. As the UK Government continues to advance its climate change agenda, the sector will play a vital role in delivering sustainable infrastructure and services. At 3t, we’re proud to support this mission by equipping the workforce with the skills needed to succeed for today and tomorrow.
At 3t we believe that solving the skills gap is not just a challenge, it’s a shared responsibility. By working together across the sector, we can build a resilient, skilled, and inclusive workforce ready to meet the demands of the future.
